Elizabeth S. lives in Conception South N.L., and was considering buying new home under construction. She was prequalified for $375,000 in the spring of 2016 with the conditional sale of her property. She also intended to put down a healthy 25 per cent down payment. The completion date was early fall. Just after the mortgage changes in October, Elizabeth’s maximum qualifying was reduced to $350,000. This essentially left her out of the new construction she intended to buy. Fortunately for Elizabeth, her home did not sell and the new construction did not start, otherwise she would have been unable to qualify for the new build. Her search for a new home continues.
